Overview

Strengthening Host and Refugee Populations in Ethiopia (SHARPE) aims to increase livelihoods opportunities for refugees and host communities using the market systems approach. SHARPE will operate in 3 locations in Ethiopia, Jijiga, Dolo Ado and Gambella, with a coordinating office in Addis. The programme is expected to last for

  • 5 years.

Roles and Responsibilities

Reporting to the Monitoring and Learning Manager Lead, the CMEL Manager will be responsible for a range of communications and Monitoring and Learning Manager tasks. On Monitoring and Learning Manager, the Manager will be responsible for collecting baseline data, ensuring indicator data is regularly collected, analyzed, and reported, conducting field monitoring visits (including data audits), knowledge management, and organizing internal and external learning events. On communications, the Manager will be responsible for producing a variety of communication materials, such as success stories for DFID, web stories, fact sheets, visibility items, photography projects, and others.

The CMEL Manager will work closely with the Deputy Team Leader, Portfolio Lead, and Hub Leads. The CMEL Manager reports to the MEL Lead.

MEL

  • Accountable for the successful implementation of the Monitoring Framework and System in the field location, ensuring client, corporate and programme standards are fully met
  • Support knowledge management, collating and disseminating lessons learned
  • Conduct analysis on the progress of the activities towards selected targets
  • Produce activity updates, newsletters, and performance reports as needed
  • Liaise with Monitoring and Learning Manager in central Addis office to ensure that all monitoring information is collected according to the Monitoring and Results Framework
  • Update log frame indicators, projections and targets
  • Responsible for data collection and management for programme field locations
  • Provide support to Programme Partners (such as private sector organisations) on the construction and commissioning of the M&E and Results Chain framework, and ensure baseline, midline and endline data is collected taking ownership of the dataset for the SHARPE project and routinely monitoring against it.
  • Train and coach program staff on SHARPE’s MEL tools and processes as needed

Communications

  • Develop, update, and implement an internal and external communications strategy for SHARPE;
    • Lead in designing and developing information and visibility materials, such as fact sheets, briefing papers, brochures, posters, newsletters;
    • Develop and track implementation of donor visibility and branding plans for the SHARPE project;
    • Train and coach program staff on external communications and how to spot and share relevant information, data, and human interest stories from their work to convey the project’s success and impact on clients’ lives;
    • Be in regular contact with communication and advocacy staff based at headquarters and provide relevant information for DAI communications products;Help SHARPE staff to proactively prepare for communications needs in the project to contribute to overall better
    • information flow and coordination, piloting, scale up of market based interventions ;
    • Develop networks contacts among humanitarian organizations, coordination bodies, and donor organizations (and, as
    • necessary, national/regional and international media) for more effective information sharing and communication of the
    • SHARPE projectactivities and interests;
    • Maintain and analyze data on the scale and reach of communication products.

    Minimum Qualifications

    • BA or MA in Development Management, Economics, and/or communications, journalism or related field
    • 5 years for BA or for post grads 4 years of experience in communications, M&E, and knowledge management
    • Understanding of donor reporting requirements
    • Highly organized, attentive to detail, and strong communicator
    • Fluency in English and Amharic

    The CMEL Manager is based in Addis Ababa with regular travel to Jijiga, Dollo Ado, and Gambella.
