Program Manager

Purpose of the Job:
The Program Manager shall be responsible for the overall coordination and management of the Project activities implementation. The Program Manager will lead and oversee all aspects of RAYEE Project including planning and implementation of all project activities, results-based management and donor and client/partner relations. The Program Manager will lead a diverse team advisors and professionals to deliver an ambitious targets leading to improved Livelihoods for 240,000 youth and women in Ethiopia.  S/he will report directly to the Sector lead Agriculture of SNV Ethiopia.

 

As senior management team of SNV, the PM will actively engage in SNV Ethiopia program initiatives and specifically contribute in business development, knowledge development and representation of SNV.

 

Roles and ResponsibilityResults
I.             Program strategic, operational and management oversight and leadership

·      Ensure that all program interventions are of a high quality and lead to measurable impact.  This includes, but  not limited to, overseeing the annual work plans preparation, identifying external technical support needs, ensuring that appropriate management practices are being used in project implementation and the monitoring and evaluation systems are being used to provide timely management information.

·      Ensure that all program resources are being used efficiently, effectively and transparently towards meeting program objectives.

·      Build, strengthen and manage partnerships with government offices, key partners, institutions and stakeholders;

·      Develop mitigation plans to reduce risks and take corrective actions to remedy any deviation from the work plans;

·      Account and report to SNV, the donor and government on project performance;

·      Guide knowledge development, documentation and communication in close collaboration with donor;

·      Identify follow-up funding and partnership possibilities with country management and business development.

·      Organize and lead stakeholders meetings including the Project Coordination and management Meetings and meetings of Technical teams.

·      Manage the relationship with the donor and the government related to the Project to ensure that program implementation proceeds to the satisfaction of all interests.

·      Lead the public relations aspects of the Project, including program launching, press releases, documentation of success stories and dissemination of results

·      The programme activities are developed and managed properly as planned;

·      Programme interventions regular reviews and monitoring are properly coordinated and conducted;

·      Relevant coaching and technical assistance provided to technical staffs of the programme.

·      Strong relationships created and maintained with key actors in the programme;

·      Project knowledge development and documentation of Lessons and case stories are developed and shared to facilitate learning between relevant actors.

 

II.           Human Resource management

·      Working with SNV’s HR officer and with the endorsement of the CD, responsible for the selection and project briefing of new team members. This includes defining the competencies required and finalising Job details. 

·       Line-manage the project team according to SNV procedures and regulations.  This includes performance review (PAR) and objective setting (PRDP), approval of team members’ work/travel plans, timesheets, cash advances/expenditure, provision for annual and compensation leave, and other organisational line-management requirements. 

·      Applying the PRDP process, identify staff training and development needs and opportunities in an equitable and consultative way, ensuring that team members possess and maintain necessary competencies. 

·      As per the project need and SNV’s objectives, ensure effective utilisation and performance of consultants, following SNV determined procedures.

 

·      Consistent, high quality of performance.

·      Sufficient, qualified and motivated staff.

III.         Financial management

·          Ensure efficient management of Financial resources, including the review and approval of program budgets and monitoring expenditures.

·          Working within the agreed budget and supported by the designated project finance officer, provide Financial forecasts of planned project expenditure on a monthly basis, based on agreed activity plans.

·          Manage the project budget and expenditure according to SNV and Donor guidelines and policies, and based on monthly reports of income and expenditure produced by the Finance team. 

·          Take necessary action to ensure effective use of all funds and accountability to SNV, clients and donors.  This includes supervision of the designated project finance officer to ensure timely and accurate invoicing and monitoring of receivables for the project, as well as review of project budget burn-rates.

·          Ensure full compliance with all SNV, and the donor and other regulations.

Level indicators 
Know How·       Very good professional (theoretical and practical) experience in market systems development and facilitation (MSD);

·       Excellent experience in facilitating stakeholders engagement including assessment of incentives and capacity (attributes and gaps);

·       Experience in youth employment and youth Livelihoods development activities; with demonstrated experience in promoting urban and rural poor groups, especially youth and gender engagement

ComplexityThe provision of the required services will demand to work with diverse stakeholders including technical team within the organisation. This requires very good facilitation skills, understanding and managing interests of different stakeholders, strong team working experience, and proactive learning and adapting behavior.
Impact·    Impact will be achieved by working with/through diverse market actors in the selected sectors. Therefore, strong understanding of the incentives and capacities of these actors is very critical. This requires strong analytical and stakeholders’ engagement facilitation skills and experience.

 

·    Working with poor people, primarily women and youth, to realise increased income and thereby improved Livelihoods will present a huge challenge. This requires very good understanding of the context, history of the identified potential stakeholders for partnerships and strong negotiation skills to bring them on the same page on the overall objective of the collaboration.

 

SNV Requirements 
Basic requirements·      Master’s degree or equivalent in relevant disciplines: International development, business management or administration, Economics, Agricultural Economics, Labour markets development, or a related field of study – appropriate for market-based approach to employment in diverse contexts.  Strong experience in youth and gender programing.
Core competencies 

Technical Knowledge:

·         Substantial experience (at least 10 years) of design and implementation of development co-operation projects in relevant fields in developing countries;

·         Relevant technical expertise and understanding of and considerable (at least 5 years) practical experience of applying the market systems, Value chains , agri business and youth development  approaches;

·         Proven experience in urban and rural/agricultural Livelihoods improvement projects management;

·         Demonstrated experience in promoting engagement and social mobilisation of women and youth

·         Experience working with private and public sector

 

Management Competence: 

·         Substantial experience of programme management of  large-scale, complex development co-operation project;

·         Demonstrated ability and experience of managing projects in a flexible and entrepreneurial manner, with a facilitative approach, while retaining strong focus on results and project implementation;

·         Excellent inter-personal and communication skills with proven team-building ability, necessary to support, motivate and mentor staff and partners;

·         Ability to create a creative, open-minded, constructive and innovative working environment;

·         Ability to incorporate or work with local organisations and actors in accordance to relevant Ethiopian context;

·         Proven track record of managing project budget and Financial planning.

 

Additional skills:
