Established by the Economic and Social Council (ECOSOC) of the United Nations (UN) in 1958 as one of the UN’s five regional commissions, ECA’s mandate is to promote the economic and social development of its member States, foster intra-regional integration, and promote international cooperation for Africa’s development. The strategic objective of ECA is framed around delivering ideas and actions for an empowered, inclusive and transformed Africa in the framework of the 2030 Agenda for Sustainable Development and Agenda 2063 of the African Union through its three core functions, namely, its function as a think tank, its convening function, and its operational function.

This position is located in the Statistical Development, Data Innovation & Outreach Section (SDDIO) in the African Centre for Statistics (ACS) of the United Nations Economic Commission for Africa (UNECA), Addis Ababa, Ethiopia. The Senior Information Systems Assistant reports to the Chief Statistical Development, Data Innovation & Outreach Section, Addis Ababa, Ethiopia. Responsibilities

Under the direct supervision of the Chief of Statistical Development, Data Innovation, and Outreach Section, the Information Systems Assistant will be responsible for the following duties:
•Provides support for statistical information systems, databases, and applications; performs complex troubleshooting for statistical application in ACS.
•Participates in the development, programming, testing, debugging and implementation of new statistical application systems, modules, and functionalities; conducts version management.
•Supports senior staff in the creation and maintenance of web, client and mobile-based statistical information systems and databases using state-of-the-art development frameworks, databases and development technologies; front-end and user experience assists in the preparation of technical and user documentation, as well as in the production of training materials.
•Design and maintain statistical applications and database to produces regular and statistical outputs such as printed publications, online reports, mobile apps; and data exchange applications from national, regional, international data providers.
•Designs and develops statistical application systems and programs, typically using more than one programming language as well as UN established standards for IT technologies and tools.
•Installs computer application systems software and hardware according to specifications; monitors applications systems using appropriate monitoring tools and produces monitoring reports.
•Manages, designs, creates, produces and maintains technical documentation for relevant computer application systems and products; manages and administers changes to technical documentation in accordance with prevailing change management and operation procedures.
•Assists in developing/refining support and operations procedures for relevant computer applications systems, including programming requirements and recommendations to users for the programming interfaces.
•Provides support on computer application systems development matters, including security and data backup and recovery.
•Keeps abreast of developments in the field; conducts research on new technologies; performs benchmarking and proposes new acquisitions; assists in the implementation of new technologies.
•Provides guidance and training to new/junior staff; plans day-to-day work and supervises other staff as required.
•Performs other related duties as required.

Education

High school diploma or equivalent is required. Additional studies in the field of Information Systems Technology, Computer Science, or other related field is desirable.

Work Experience

A minimum of ten years of experience in information systems analysis and programming, systems administration and maintenance, software development, technical writing is required.


Other related field is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.

Assessment

Evaluation of qualified applicants may include an assessment exercise which will be followed by competency-based-interview.

Special Notice

Temporary appointment to this position is limited to 31 August 2020. The extension of appointment of the selected candidate will be contingent on the funding of this post. If the selected candidate is an internal staff member of the UN Secretariat, the selection will be recorded as a temporary assignment.

Recruitment for this position is done on a local basis. Priority consideration for this Job opening will be given to the staff members of the United Nations Secretariat who serve in the duty station specified in the Job opening, and hold a fixed-term appointment without service limitation to a specific entity or with service limitation to the entity advertising this position. Other candidates who are exceptionally considered and selected for this Job opening may only be employed on the basis of a temporary appointment. Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Service category in the United Nations Secretariat. Having passed the Administrative Assessment Support Test (ASAT) in English at Headquarters, ECA, ESCWA, UNOG, UNOV, ICTR, or ICTY may be recognized in place of the GGST, pending confirmation of validity.

However, a current staff member who holds an appointment at the G-6 or G-7 level may also apply to temporary positions in the Professional category up to and including the P-3 level, subject to meeting all eligibility and other requirements for the position. A staff member holding a temporary appointment shall be regarded as an external candidate when applying for other positions, and may apply for other temporary positions at any level, subject to section 5.7 below and staff rule 4.16 (b) (ii). Therefore, a staff member holding a temporary appointment in the General Service or related categories may only apply to positions within those categories. In its resolution 66/234, the General Assembly further “stressed that the Secretary-General should not recur to the practice of temporarily filling posts in the Professional and higher categories with General Service staff members who have not passed the General Service to Professional category examination other than on an exceptional basis, and requests the Secretary-General to ensure that temporary occupation of such posts by the General Service staff shall not exceed a period of one year, effective 1 January 2013…” Consequently, eligible candidates in the General Service or related categories for temporary Job openings in the Professional category that have not passed the competitive examination may be selected only on an exceptional basis endorsed by the Office of Human Resources

Upon separation from service, including, but not limited to, expiration or termination of, or resignation from, a fixed-term, continuing or permanent appointment, a former staff member will be ineligible for re-employment on the basis of a temporary appointment for a period of 31 days following the separation. In the case of separation from service on retirement, a former staff member will be ineligible for re-employment for a period of three months following the separation. This equally applies, mutatis mutandis, with respect to a former or current staff member who has held or holds an appointment in another entity applying the United Nations Staff Regulations and Rules and who applies for a temporary position with the Secretariat.

Retirees above the mandatory age of separation who wish to be considered for the current temporary Job opening must indicate the reason for their last separation as “retirement.”

While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. An external candidate selected for this position is bound by the prevailing condition of the staff selection system under ST/AI/2010/3, as amended, and ST/AI/2010/4/Rev.1. A staff member holding a temporary appointment who is recruited in the Professional and above categories on a temporary appointment, and placed on
a position authorized for one year or longer may not apply for or be reappointed to his/her current position within six months of the end of his/her current service. This provision does not apply to staff members holding temporary appointments and placed on positions authorized for one year or more in duty stations authorized for peacekeeping operations or special political missions
